recreation affairs, having played an active role in these areas as an Urban
Councillor. A tireless and energetic representative, he has been actively
involved in a variety of community service organizations and continues

to freedom of expression. He has been an elected Urban Councillor from
1995 to the present, and is a core member of the Democratic Party.
Education and Background:
Born in Hong Kong in 1963, Mr. Wu received both his Bachelor's and Master's
degrees in economics from the University of Wisconsin. He later began his
involvement in the political life of Hong Kong by serving as an assistant

Political Career:
After working for Dr. Lam from 1991-1995, Wu decided that his experience
in governmental administration and interest in community affairs made him
qualified to represent Hong Kong people. Consequently he stood for and

During his tenure on the Council he made quite an impact in the areas of
cultural and recreation affairs. He played a vital role in generating the
5-year plans of both the Cultural and the Recreation Committees of the
Urban Council. He then became the Urban Council's spokesperson on cultural
policy. One of his main concerns has been -- and to still continues to
be -- helping achieve Hong Kong its goal of becoming an international cultural
and sports centre.
Besides cultural and recreational affairs, Mr. Wu continues to voice
his opinions in the areas of creative and editorial liberty, and works
to deter Beijing's assaults to these key freedoms.

Mr. Wu has demonstrated his commitment to the Hong Kong community by
serving in a number of key local organizations. He is a member of the Choi
Ngau Area Committee and an advisor to the Wong Tai Sin Resident Association.
He is also Chairman of the Shun Lee Community Development Association and
the Wong Tai Sin Upper Estate Community Development Association.
