John Tse Wing-ling

Dr. John Tse ­ a founding member of the Democratic Party ­ is committed to preserving the freedoms, human rights and the way of life in Hong Kong. An elected leader since 1994, Dr. Tse has championed environmental affairs and improved mental health care in the Special Administrative Region.

Education and Background:

Dr. Tse was born in Hong Kong and educated abroad. He earned the first of his six university degrees at Lakehead University in Canada. Since then, Dr. Tse has obtained a master's degree in sociology, a Bachelor's degree in education and a doctorate in educational psychology. Dr. Tse is an accomplished academic with an extensive background in grassroots work. When he returned to Hong Kong in the 1980s ­ a time when the field was still very much ignored ­ he began working as a head teacher at an institute for adults with mental illness. Britain recognized his work in 1990 with the Roger Feitelson Award. In 1989, the Asian Federation for the Mentally Retarded gave Dr. Tse its Distinguished Achievement Award.

Dr. Tse is currently a senior lecturer at the City University of Hong Kong in the Applied Social Studies Department. His research specializes in the areas of mental retardation, suicidal behavior and discrimination.

Political Career:

Dr. Tse was elected to the Wanchai District Board in 1994 and continues to serve on this body today. He served in the Legislative Council for two years until 1 July 1997, when Beijing disbanded the legislature and replaced it with an appointed body called the Provisional Legislature. Dr. Tse was ousted from office along with all 18 of his fellow Democratic Party legislators.

In the Legislative Council, Dr. Tse was the deputy chairman on the Panel of Environmental Affairs and a member of the Rehabilitation Advisory Committee. As a legislator, he believed that the philosophy he employed as a researcher and practitioner in the field of rehabilitation should be put into practice in terms of policy-making for mental health care. He gave the field the government support it needed. Dr. Tse will contest a seat in the New Territories East geographical constituency in the 1998 Legislative Council elections.

A long-time democracy advocate, Dr. Tse was a founding member of the United Democrats of Hong Kong, the political predecessor to the Democratic Party. He is the Democratic Party spokesperson on Environment and deputy spokesperson for Education and Human Rights and the Rule of Law.

Dr. Tse is married and lives in Kowloon.
