Huang Chen-ya

Dr. Huang Chen-ya is one of the leading advocates for political, economic and societal reform in the Special Administrative Region. A neurologist by profession, he has led fights against racial discrimination while conducting scientific research. Dr. Huang has served two terms in the Legislative Council and is a core member of the Democratic Party -- Hong Kong's largest and most popular political party.

Education and Background:

A fourth-generation Singaporean born in China in 1939, Dr. Huang studied medicine in Hong Kong and was one of the leaders of the "Chinese as an Official Language" movement. He went on to further his training in Australia and became an Australian national in the 1970s. While residing there, he actively fought racial discrimination and helped found the Australian Chinese Community Association, which is now one of the largest Chinese community organizations in the country.

Dr. Huang returned to Hong Kong in 1981 and set up its first neurology service. He is an accomplished academic who has published almost 100 scientific papers. He has been president of the Hong Kong Neurological Society and the Federation of Medical Societies. He still teaches as an associate professor at the University of Hong Kong and is writing a book on the financing of medical care in Hong Kong.

Political Career:

Dr. Huang was elected to the Legislative Council in 1991 and re-elected four years later. He represented the Hong Kong West constituency for seven years and chaired the Financial Affairs Panel for almost two years before the elected legislature was disbanded and replaced by the Beijing-appointed Provisional Legislature.

He also co-founded the Hong Kong Affairs Society, one of the earliest pressure groups to advocate democracy in the colonial territory. This society was a predecessor to the United Democrats of Hong Kong, the first local political party and forerunner to the Democratic Party.

Dr. Huang is the Democratic Party spokesperson for issues concerning economy and health.

Community Involvement:

Dr. Huang is a member of the governing board of the Pamela Youde Eastern Hospital and a director of the Hong Kong Mortgage Corporation. He is a member of the Court of the University of Hong Kong as well as an adviser to various patient support groups.

Dr. Huang is married and lives in Pokfulam.
