Michael Ho Mun-ka

A core member of the Democratic Party, Michael Ho is a well-known defender of democracy in the Special Administrative Region. As a registered nurse, union leader and ex-Legislative Councillor, he is a dynamic leader committed to preserving democracy and the way of life in Hong Kong.

Education and Background:

Michael Ho was born and educated in Hong Kong. Following his studies, he joined the Government School of Nursing and became a registered general nurse and psychiatric nurse. He later went on to earn a diploma in nursing administration at Hong Kong Polytechnic University and a nursing Bachelor's degree at La Trobe University in Melbourne, Australia. A leader in his profession, he has chaired the Association of Hong Kong Nursing Staff since 1990, the largest union of its kind fighting for health workers' rights.

Mr. Ho is currently a member of the Health Policy Research Team, a member of the Hospital Authority Board and Hong Kong Nursing Board, and chairman of the Hospital Governing Committee at Shatin Hospital.

Political Career:

Mr. Ho was elected to the Legislative Council in 1991 and re-elected in 1995 with 82 percent of the vote. He represented the Health Services functional constituency for a total of seven years, serving the needs of nursing and allied health professionals. He chaired the Panel on Health Services from 1995 until the handover on 1 July 1997, when the elected legislature was abolished and replaced by the Beijing-appointed Provisional Legislature. In May 1998, Mr. Ho, representing the same Health Services functional constituency, was re-elected to the Legislative Council.

Mr. Ho's concern for labor issues is manifest in his seven-year service as a committee member of the Hong Kong Civil Servants General Union and his former membership in the Legislative Council's Manpower Panel. In 1995, he introduced a landmark private member's bill on labor importation in order to allow Legco to minimize the number of visas granted to overseas workers. The bill was voted down, but Mr. Ho continues to work to effect change on the labor front.

Mr. Ho was a central committee member of the United Democrats of Hong Kong, the political predecessor to the Democratic Party. He is the Democratic Party's spokesperson for labor and medical issues.
