Cheung Man-kwong

Mr. Cheung Man-kwong is a founding member of the Democratic Party -- Hong Kong's largest and most popular political party -- and has long been one of the most popular leaders in the territory. Elected to the Legislative Council twice since 1991, Cheung Man-kwong is dedicated to preserving the freedoms, human rights and way of life in Hong Kong.

Background and Education:

Mr. Cheung was born and educated in Hong Kong. He received a Bachelor's degree in social science from the Chinese University of Hong Kong in 1978 and has since pursued a successful career in education.

A primary school teacher by profession, Mr. Cheung has served as the president of the territory's largest union, the Hong Kong Professional Teachers' Union since 1990. He has also been a member of the Education Commission since 1993.

Political Career:

In 1991, Mr. Cheung launched his first run for a Legislative Council seat, winning almost 90 percent of the popular vote in the Education functional constituency -- the largest functional constituency seat. Mr. Cheung was re-elected four years later with 81 percent of the vote. In the legislature, Mr. Cheung championed the preservation of democratic institutions, the rule of law and human rights. But this popular legislator was ousted by Beijing on 1 July 1997, two years short of finishing his term. Although the May 1998 elections took place under restrictive new rules passed by the appointed legislature, Mr. Cheung, representing the same Education functional constituency, was re-elected to the Legislative Council.

Mr. Cheung is a member of the Standing Committee in the Democratic Party. He is also a spokesperson for the Hong Kong Alliance in Support of Patriotic Democratic Movement in China.

Mr. Cheung is the Education and Civil Service spokesperson and deputy spokesperson on constitutional issues for the Democratic Party.

Personal: Mr. Cheung is married and has one daughter.
