Andrew Cheng Kar-foo

Andrew Cheng is a solicitor, former Legislative Councillor and elected District Board representative. A core member of the Democratic Party, Hong Kong's largest and most popular political party, Mr. Cheng is one of the best-known young advocates for democracy and freedom in the Special Administrative Region.

Education and Background:

Mr. Cheng was born in 1960 and educated in Hong Kong. After obtaining his Master of Arts at the University of Sydney, he went on to earn his Master of Education at the University of New South Wales in Australia. He later earned a post-graduate certificate in law at the University of Hong Kong and practices as a solicitor in Hong Kong.

Political Career:

Andrew Cheng was a member of Meeting Point -- Hong Kong's first pro-democracy political pressure group -- and has been an elected member of the Southern District Board since 1994. In 1995, Andrew Cheng won one of the most hotly contested seats in the last Legislative Council elections held under British rule, soundly defeating prominent Beijing-backed candidates in one of the largest functional constituencies. This race was widely perceived as a key test for the public support and future of the pro-democracy movement in Hong Kong. As a result of the 1995 elections, the Democratic Party won 19 seats to become the largest party in the Legislative Council. This was the first time pro-democracy legislators had won a majority in the council. In the legislature, Mr. Cheng championed the preservation of democratic institutions, the rule of law and human rights. He represented the Finance, Real Estate and Business Services functional constituency from 1995 until the elected legislature was abolished on 1 July 1997.

Andrew Cheng continues to serve the public out of office. Although the May 1998 elections took place under restrictive new rules passed by the appointed legislature, the Democratic Party and our allies participated in the elections in order to give Hong Kong people a voice and a choice in their government. As a result, Mr. Cheng, representing the New Territories East constituency, won one of 20 elected seats (of 60) in the Legislative Council.

Mr. Cheng has served as the Deputy Chairman on the Panel on Administration of Justice and Legal Services and as the Chairman of the Bills Committee on Estate Agents. In addition, Mr. Cheng has fought for democratic institutions as a founding member and spokesperson for the multi-party United Front Against the Provisional Legislature.

Mr. Cheng is the Democratic Party spokesperson for broadcasting and the deputy spokesperson in the areas of consumer rights, civil service, human rights and the rule of law.

Community Service:

Outside of his political work, Andrew Cheng is a member of the Committee of Home-School Cooperation for the Education Department, as well as other social service groups.
