Josephine Chan Shui-ying

As one of the few women who is both an elected District Board member and Regional Councillor, Josephine Chan Shu Ying is one of Hong Kong's leading young advocates for democracy, equal opportunities and human rights. A core member of the Democratic Party, Ms. Chan will contest the May 24 Legislative Council elections as a candidate for the New Territories West district.

Education and Background:

Born in 1958, Ms. Chan was educated in Hong Kong. She received a Bachelor of Arts Degree and a Certificate in Education at Hong Kong University. She worked as a secondary school teacher for eight years before joining Hong Kong's first political party, the United Democrats of Hong Kong (UDHK), as an Executive Officer in 1990. She continued her pro-democracy and community service work as an assistant to a Regional Councillor.

Political Career:

Ms. Chan is a founding member of the Democratic Party and its predecessor, the United Democrats of Hong Kong, the party which won the first-ever democratic elections to the territory's Legislative Council in 1991. Her commitment to serving the community is demonstrated through her membership in the Regional Council and the Tuen Mun District Board. Ms. Chan is a full-time Councillor.

Ms. Chan has a long involvement in Hong Kong's political affairs as the Chairperson of the Women's Committee of UDHK, a post she held from 1992 through 1994, as a member of the Executive Committee of UDHK, and later as a member of the decision-making Central Committee of the Democratic Party and as the Deputy Coordinator of the Democratic Party's Women's Committee.

Women's Rights:

Ms. Chan is a staunch and effective advocate for women's rights. As a spokesperson for women's affairs in the Democratic Party, she has sought and created opportunities to fight for women's interests. She has played a leading role in efforts to legislate against sexual discrimination; to increase the number of shelters for abused married women and men; to set up and increase non-taxable limit for single families; to assist in the pursuance of alimony and to increase the number of health centres dedicated to the special needs of women.

Community Services:

Josephine Chan is active in community affairs and social service to the society. She holds a number of community posts, including membership in the Tuen Mun North-West Area Committee from 1994 through the present, and membership of the Tuen Mun Civil Education Committee.

Personal:

Ms. Chan is single. She enjoys reading and hiking in her all- too-rare spare time.
